Best way to track someone...?

Someone has been taking my Outposts, and since I'm trying to get enough to fulfill for my application, it is quite irritating. The major problem is that he keeps escaping from me. I've tried tracking through Outposts locations, but they are all dead ends.

His name is Grant, USER ID: 6623952. Sector-7 Chat. Help would be appreciated

There is no real way to find him other than searching the map. It is more likely that he will be found near the OPs he attacked, but because of the unlimited range, he could actually be anywhere. You just have to keep trying, I guess.
