Cell is locked by Another player

Hey guys!
So, around me, a lot of the players have the "Cell is locked by another player." Anybody mind enlightening me about what this is? I'm kinda new to this stuff ._.

uflb, I don't mean to be rude, but most of the questions you're asking can be answered from one beginners' guide. You may want to check one out. Seems like you're fairly new to the game as Kongregate had that as well. If someone else is working on/in another base, you'll be unable to enter it.
